The Qiongzhou Strait transports about 15 million passengers and 3 million vehicles each year. It covers 90% of the in-and-out demand for living goods in Hainan Island, and is one of the main transportation channels for people and goods in and out of the island.

On the day of the exercise, the passenger-role ship "Haitian" collided with the cargo ship in the waters of Qiongzhou Strait due to poor visibility. The hull of "Haitian" was damaged and flooded, and there was danger of overturning. The safety of more than 230 passengers and crew on board was threatened, and large-scale personnel transfer was required. One of the passengers was seriously injured and needed to be transferred urgently.
After receiving the alarm, Hainan Provincial Maritime Search and Rescue Center immediately launched the Hainan Provincial Maritime Search and Rescue Emergency Response Plan, reported to the Hainan Provincial People's Government and China Maritime Search and Rescue Center, and coordinated the relevant search and rescue forces to go to rescue.
After learning of the danger, Wang Lu, deputy governor of Hainan Province and chief commander of Hainan Provincial Maritime Search and Rescue Center, immediately rushed to the scene and set up an emergency headquarters to convene relevant search and rescue member units to discuss and judge, and deploy rescue and disposal.
During the drill, the rescue forces in accordance with the work of the emergency command deployed to transfer the distressed personnel on the "Haitian" ship, but during the transfer, six passengers were found falling into the water. Subsequently, the "Haitian" vessel caught fire due to the displacement of the vehicle on board. The search and rescue forces at the scene immediately launched emergency rescue by sea, land and air, and successfully rescued all the personnel who fell into the water. With the assistance of the fire ship, the "Sea Sky" successfully extinguished the fire.
The drill combines the characteristics of the large number of passenger and roaming vessels in the Qiongzhou Strait, the high navigation density, and the large size of the ship, and set up subjects such as large-scale personnel transfer, search and rescue at sea, personnel transfer in the air, and emergency fire protection for ships.
The drill also used professional drones for the first time to place life jackets and life buoys, and released passenger seaborne vertical rapid evacuation systems for personnel transfers. The use of intelligent life buoys to rescue people in the water, plus the application of advanced maritime vessels, rescue boats and helicopters , Greatly improving the response speed and success rate of search and rescue at sea rescue.
Wu Pingsheng, director of the Office of Hainan Provincial Maritime Search and Rescue Center and deputy director of Hainan Maritime Affairs Bureau, said that in recent years, under the leadership of the Ministry of Transport and the Hainan Provincial Party Committee and Provincial Government, through the joint efforts of relevant parties, the safety situation of passenger transport in Qiongzhou Strait Maintained long-term stability. However, at present, the risk of collision and fire in Qiongzhou passenger ship still exists. It is necessary to attach great importance to the improvement of emergency rescue support capacity of large passenger-related ships and actively promote the modernization of rescue capabilities.
Wu Pingsheng introduced that this exercise is the highest level comprehensive exercise in Hainan Province in the Qiongzhou Strait, with a large scale of participation.
